The Agency for Advanced Defense Research and Development (DARPA) has developed a search engine more powerful than Google. The new engine is able to find search results even in the most hidden networks, such as Tor. The Memex project was designed to expose trafficking in persons, but it can also be used by the security forces for espionage and other activities in the global network.
Thousands of sites displayed with browsers for anonymous Internet surfing are visible to the Memex system. It is capable of indexing millions of web pages of the so-called dark Internet, which are ignored by traditional search engines like Google and Bing.
A dark Internet area, access to which can be obtained with the help of special software tools, such as Tor. Initially created to protect privacy, the dark Internet is often used to carry out illegal activities. Deep Internet, in turn, is called an area in the open segment of the Internet, which is not indexed by traditional search engines, such as Google. Typically, these are internal databases and forums within the sites. They account for about 95 percent of the entire Internet.
Sites operating in the shade, such as the Silk Road trading platform (closed in 2013), ensure the anonymity of their users in the network through the so-called onion routing. According to Curex curator Chris White, which leads the resource IBTimes, this way encrypted about 30-40 thousand sites.
Memex does not see specific users and IP addresses, but it automatically finds hidden sites and recognizes the links between them, which can then be passed on to law enforcement for further study.
According to the US Department of Defense, the Memex program is aimed at combating criminal activity, rather than removing privacy from the dark web. Defenders of Internet freedom, however, fear that DARPA gives very little information about the work of Memex, as well as the true goals pursued by participants in this large project.
