By January 1, 2015, the Federal Migration Service will create a single information resource for registration of citizens of the Russian Federation. This is evidenced by one of the procurement office, posted on the state portal.
Functioning of the resource will be provided by the Territory application software, which will reach the federal level by the end of this year. Previously, Territory worked only in certain regions of our country. To implement its program, the FMS will allocate over 230 million rubles - with this money, servers will be purchased for the new system.
How will this resource work? Every citizen of Russia will be able to log into his personal “account” using his personal data (full name and passport number) and see what information the state has on him, including criminal records and other information from state bodies. If he finds any inconsistencies with real data, he will be able to file an appeal with such a claim directly to the Office.
Such a register of citizens, of course, opens to attackers an additional “loophole” for obtaining information about a particular person. It turns out that knowing the basic data of a citizen, you can learn a lot about him.

Citizens have the right to familiarize themselves with information about themselves contained in the database, to protect such information and to correct the errors contained in it, the department explained. - The information contained in the database is subject to protection in accordance with the legislation of the Russian Federation on information, information technology and information protection.
Almost all state bodies and citizens themselves will replenish this database.
The database will contain information received from citizens, federal executive bodies, executive bodies of state power of the constituent entities of the Russian Federation and other authorities, local governments.
However, this is not all. Access to information about yourself can be obtained not only by citizens, but also by banking organizations. For what? To make it easier to find debtors on loans.
As the President of the Association of Russian Banks Garegin Tosunyan told us, the emergence of such a source of information from financial institutions will have a favorable effect not only on the banks, but also on their customers.
Banks will be able to more quickly make decisions on loans. The risk of fraudulent activities will also decrease, when loans are taken on someone else’s, often stolen, passport.
